Economic Development Commission Minutes October 18, 2011 Page 2 of 3 Patrick Smith stated that it is the EDC's goal to encourage development and to consider incentives that will attract development. He suggested a partial waiver of SAC/WAC fees. Council Member Ryan stated that he would be resistant to using water and sewer funds for economic development. Sheila Haverkamp stated that BLADC in conjunction with the Chamber, Brainerd, and Baxter hired an intern to do comparisons of city fees and charges with surrounding cities. She indicated that she would share the results when they are finalized. Chair Ed Larsen stated that he would like the EDC into a tiered system for WAC/SAC charges.
