Economic Development Commission Minutes <br /> October 18, 2011 <br /> Page 2 of 3 <br /> Patrick Smith stated that it is the EDC's goal to encourage development and to <br /> consider incentives that will attract development. He suggested a partial waiver of <br /> SAC/WAC fees. Council Member Ryan stated that he would be resistant to using <br /> water and sewer funds for economic development. <br /> Sheila Haverkamp stated that BLADC in conjunction with the Chamber, <br /> Brainerd, and Baxter hired an intern to do comparisons of city fees and charges <br /> with surrounding cities. She indicated that she would share the results when they <br /> are finalized. <br /> Chair Ed Larsen stated that he would like the EDC into a tiered system for <br /> WAC/SAC charges.
