MINUTES <br /> ECONOMIC DEVELOPMENT COMMITTEE <br /> NOVEMBER 15,2011 <br /> MEMBERS PRESENT: Mark Jurchen, Patrick Smith, Cindy Rieck, and Ed Larsen <br /> MEMBERS ABSENT: Tommy Woog <br /> ALSO PRESENT: Sandy Peine, City Clerk; Mike Loven, Public Works Supervisor; <br /> Tim Houle, City Engineer; Jon Gunstad, BLAEDC; Ruth Ann <br /> Hanson, Chamber of Commerce; and Dawn Bittner, Zoning <br /> Administrator <br /> 1. Call Meeting to Order <br /> The meeting was called to order by Chair Larsen at 8:00 a.m. <br /> 2. Approval of Minutes <br /> MOTION BY CINDY RIECK AND SECOND BY MARK JURCHEN TO <br /> APPROVE THE 10/18/2011 EDC MINUTES. MOTION CARRIED 4-0. <br /> 3. Discussion on WAC/SAC and ERU's <br /> Tim Houle, City Engineer reviewed the information provided to the EDC which <br /> included the parameters from the Metropolitan Council for equivalent residential <br /> connections; a sample ordinance and information on financing capital <br /> improvements. The EDC suggested that staff continue to work with the engineer <br /> toward drafting an ordinance and a policy for water and sewer connections, <br /> equivalent units and a policy for future use of fund balances in the WAC/SAC <br /> funds and water and sewer funds. <br /> The EDC also suggested comparing Pequot Lakes' rates with the BLAEDC study <br /> that will show rates of surrounding areas. <br /> The EDC stated that it is not feasible to look at economic incentives until this <br /> information is completed. <br /> 4. Lime Greenery—TIF Update <br /> The Clerk updated the EDC on the Council action relating to TIF District 1-9. She <br /> stated that the Council moved to accept the recommendation of the EDC to do <br /> nothing with the default until there is a potential buyer for the property. <br /> 5. BLAEDC Update <br />
