We realized years ago that there were a number of <br />things that were critical for building and maintaining capacity in a zoning department, but <br />that those items were difficult to monetize for any single community. The Network <br />program allows us to pool the resources of a number of communities so that we can do <br />the following: <br />• Provide unlimited phone, email, instant message and in-office support. We never <br />�'" charge the City for this time, which allows us to maintain good communication <br />without concern over small charges adding up. <br />• Offer a comprehensive training program. The program has a tract for new city <br />council and planning commission members as well as advanced courses for <br />experienced officials. In 2010 we are providing 26 different training courses that <br />can be attended in our office or by free web conference. <br />• Perform an annual update of the city code (land use sections only) so that they <br />stay consistent with State Statutes and any precedent-setting court decisions. This <br />is critical to make sure that our investment in preparing the code is properly <br />maintained and does not need to be repeated. <br />• Maintain the City's official zoning map in a digital format. <br />We no longer offer the Network Level II to new communities, but have kept it in place <br />where it has been part of a long-term relationship, as with Pequot Lakes. Level II <br />(+$350/mo) provides five planning hours per month while Level III (+$700/mo) provides <br />ten hours at a discounted rate of $70/hr. Our standard rate for 2010 is $92/hr.
