MINUTES <br /> ECONOMIC DEVELOPMENT COMMITTEE <br /> OCTOBER 19,2010 <br /> MEMBERS PRESENT: Cindy Rieck, Ed Larsen, Tommy Woog, and Mark Jurchen <br /> MEMBERS ABSENT: Patrick Smith <br /> ALSO PRESENT: Sandy Peine, City Clerk; Dawn Bittner, Zoning <br /> Administrator; and Ruth Ann Hansen, Chamber of <br /> Commerce; Sheila Haverkamp, BLADC <br /> 1. Call Meeting to Order <br /> The meeting was called to order by Chair Larsen at 8:05 a.m. <br /> 2. Approval of Minutes <br /> MOTION BY MARK JURCHEN TO APPROVE THE 9/21/10 EDC MINUTES. <br /> SECONDED BY CINDY RIECK. MOTION CARRIED 4-0. <br /> 3. Business Subsidy Policy <br /> Sheila Haverkamp explained that she has redrafted the City's Business Subsidy Policy <br /> and the Anoka draft policy. She stated that the business subsidy policy is a legal <br /> document to guide the Council in relation to developer requests for business subsidies. <br /> The EDC reviewed the Pequot Lake's redrafted policy. <br /> Mark Jurchen suggested adding the following comments to the policy: <br /> • Consideration shall be given to requests that compete with existing businesses if <br /> they include redevelopment blighted areas, anchors for expanded infrastructure, <br /> overall benefits for the community, or provide greater utilization of existing <br /> infrastructure. <br /> It was the consensus of the Commission to add this language to the policy. <br /> The Commission reviewed the redrafted Anoka Policy. The EDC concluded that the <br /> Anoka version had a better format which was easier to follow than the Pequot Lakes <br /> policy. Discussion was held regarding the fact that the Anoka Policy had a lot more <br /> information in the policy that was not necessary as the information is basically repeating <br /> statutory requirements. <br />
