MINUTES <br /> ECONOMIC DEVELOPMENT COMMITTEE <br /> DECEMBER 21, 2010 <br /> MEMBERS PRESENT: Cindy Rieck, Ed Larsen, Tommy Woog, and Mark Jurchen <br /> MEMBERS ABSENT: Patrick Smith <br /> ALSO PRESENT: Sandy Peine, City Clerk; Dawn Bittner, Zoning <br /> Administrator; and Ruth Aim Hansen, Chamber of <br /> Commerce; Sheila Haverkamp, BLADC <br /> 1. Call Meeting to Order <br /> The meeting was called to order by Chair Larsen at 8:05 a.m. <br /> 2. Approval of Minutes <br /> MOTION BY MARK JURCHEN TO APPROVE THE 10/19/2010 EDC MINUTES. <br /> SECONDED BY CINDY RIECK. MOTION CARRIED 4-0. <br /> 3. Business Subsidy Policy <br /> The EDC reviewed the Business Subsidy Policy and the JOBZ Policy. The Clerk <br /> explained that Briggs and Morgan has reviewed the policy and has made a few <br /> recommended amendments to the policy. The Clerk explained that the amendments were <br /> driven by State Statute. She noted that the biggest change has to do with the amount of <br /> assistance required to trigger the business subsidy law which is a subsidy in the amount <br /> of$150,000 or more. Sheila Haverkamp explained that the business subsidy would be <br /> used for tax incentives and loan assistance. <br /> MARK JURCHEN MOVED TO RECOMMEND APPROVAL OF THE <br /> BUSINESS SUBISDY AND JOBZ POLICIES TO THE CITY COUNCIL TO <br /> REQUEST THE COUNCIL TO SCHEDULE A PUBLIC HEARING AS <br /> REQUIRED BY STATUTE. CINDY RIECK SECONDED THE MOTION. <br /> MOTION CARRIED 4-0. <br /> 4. Discuss Process for Drafting Incentive Policy <br /> The EDC discussed the issue of a policy to offer smaller incentives than the business <br /> subsidy policy to encourage growth and development. It was felt that these types of <br /> incentives would be over and above this business subsidy policy. <br />
