1 APPENDIX - PUBLIC OPINION <br /> 2 At a July 2009 open house, members of the public were presented with three different visions of how Pequot <br /> 3 j.akes could grow in the future.After the vision statement,they were given options for responding.The responses <br /> 4 (the number of which is shown in parenthesis after each option in the following) reflect a.general emphasis on <br /> 5 growth in the downtown area and a de-emphasis on growth through horizontal expansion. <br /> 6 Vision 1: With Highway 371 scheduled to be realigned east of the downtown, the City is evaluating how the <br /> 7 property along the alignment should be zoned. It is currently zoned primarily Agriculture and Forestry. The <br /> 8 estimated cost to provide sewer and water to the east side of the new highway is$1,8 million. <br /> 9 a. The city should maintain the existing zoning and not extend sewer and water:(33) <br /> 10 p. The properties should be rezoned to Commercial only if a cost/benefit analysis demonstrates that the <br /> 11 extension of sewer and water is justified:(8) <br /> 12 F. The properties should be rezoned Commercial and sewer and water should be extended:(2) <br /> 13 d. The properties should be rezoned Commercial without sewer and water:(6) <br /> 14 Vision 2: The City is obligated to maintain the streets and utilities in Downtown Pequot Lakes. The City has <br /> 15 prepared a plan which proposes enhancements to the Downtown that would add parking and pedestriart <br /> 16 improvements during any routine maintenance work to enhance the Downtown as a destination. The estimated <br /> 17 cost of the enhancements would be between 51.9 and S2.8 million.depending on what improvements were made. <br /> 18 p. The City should do the necessary maintenance only:(4) <br /> 19 p. The City should take the opportunity to do the additional enhancements when doing the necessary <br /> 20 maintenance:(2S) <br /> 21 F. As a general rule.development with utilities will yield a higher tax base return. but <br /> 27 at a higher cost.There are currently no cost estimates for these improvements, <br /> 28 a. The City should not be looking to expand the industrial park:(4) <br /> 29 p. The City should look to expand the industrial park.but without the expense of utilities: (1,) <br /> 30 c. The City should expand the industrial park.with utilities provided:(8) <br /> 31 d.
