Review of SWOT Process: <br /> Elissa Hansen stated that the SWOT Committee wanted to be a part of the <br /> Comprehensive Plan Update meetings,not wanting to have separate groups duplicating <br /> efforts. They are taking part in the Comp Plan analysis. Staff was directed to have <br /> Sandy move forward with scheduling another SWOT Committee meeting within the next <br /> month and to include the Planning Commission Chair, Tommy Woog. The input from <br /> the SWOT analysis can be included in the Comp Plan process. <br /> The Healthy Community Partnership program may not be the way to go. The Initiative <br /> Foundation(IF) is willing to send representatives as professional facilitators. The IF is <br /> willing to customize an approach for the City; it is up to us to figure out what we want. <br /> In looking over the December 18, 2009 SWOT Notes, there is a desire to move beyond <br /> the highway issue, but no one knows how to do this. The IF is the professional who <br /> could assist in fixing the issue. <br /> Member Rieck asked the process to finalize the highway. Mayor Adams stated that <br /> MN/DOT has all of the reports in and are responding to them. MN/DOT will start the <br /> public hearing portion around the middle of February and there will be a 30 to 45 day <br /> response time. MN/DOT will ask for Municipal Consent after that response time. <br /> Member Rieck stated that the Resolution for no development along the corridor did not --� <br /> help heal the community. <br /> Mayor Adams stated the Business Connect Group, along with assistance from the City, is <br /> doing an Empty Spaces Tour to help fill vacant spaces. <br /> BLADC was directed to contact IF; more than a SWOT may be needed. We need <br /> direction. <br /> Update on Comprehensive Plan: <br /> Mr. Marohn explained the Update began in June with the Community Workshop in July. <br /> The Planning Commission has been meeting since October or November collecting input <br /> from the community as well as the Planning Commission. The implementation strategies <br /> have not been updated;those will be added later in the update. The comments from the <br /> Chamber will be added as strategies. <br /> Mayor Adams asked that email addresses be included on the sign-in sheets for these <br /> meetings to make it easier to communicate with those attending. <br /> Ruth Ann Hanson asked if there would be dialogue with those attending the Planning <br /> Commission meeting.
