� <br />City Council Minutes <br />January 7, 2014 <br />Page 7 of 8 <br />----------------------------- <br />MAYOR ADAMS MOVED TO APPOINT TAMARA LANNING TO THE <br />HRA FOR ONE 5-YEAR TERM FROM JANUARY 1, 2014 — DECEMBER <br />31, 2018 AND CLARA NELSON TO THE HRA FOR A FOUR-YEAR <br />TERM FROM JANUARY 1, 2014 THROUGH DECEMBER 31, 2017. <br />COUNCIL MEMBER GARDNER SECONDED THE MOTION. MOTION <br />CARRIED 5-0. <br />10.6. Citv Attornev Services for 2013 <br />The City Clerk stated that the she and Council Member Pederson <br />reviewed eight proposals for city attorney services. She recommended <br />that the Council consider hiring Flaherty & Hood. She explained that the <br />firm specializes in serving cities in the Greater Minnesota area and deal <br />only with municipal issues. The firm offers a full range of legal services <br />along with very competitive rates. The Clerk, Police Chief, Council <br />Member Sjoblad, Dawn Bittner and Council Member Pederson met <br />attorneys Chris Hood and Robert Scott who will be the main contacts for <br />the City. <br />COUNCIL MEMBER SJOBLAD MOVED TO ENTER INTO THE <br />CONTRACT FOR CIVIL CITY ATTORNEY LEGAL SERVICES WITH <br />� <br />FLAHERTY & HOOD, P.A. COUNCIL MEMBER GARDNER SECONDED <br />THE MOTION. MOTION CARRIED 5-0. <br />10.7. Insurance Aqent of Record <br />COUNCIL MEMBER GARDNER MOVED TO REAPOINT LAKELAND <br />AGENCY AS THE INSURANCE AGENT OF RECORD FOR 2014. <br />COUNCIL MEMBER PEDERSON SECONDED THE MOTION. MOTION <br />CARRIED 5-0. <br />10.8. Personnel Policy Revisions <br />The City Clerk noted that there have been some amendments to the <br />Personnel Policy. Some of the changes were done to comply with new <br />statutory requirements. Some of the main revisions include: <br />• Clarification on personnel policy versus union contract policy <br />provisions. <br />• Time off during probation periods. <br />• Ctarification on availability of personnel files. <br />• Direct deposit requirement. <br />• The elimination of personal time and holidays as being counted <br />� toward hours worked for calculating overtime. <br />
