Pequot Lakes City Council <br />Wastewater Treatment Facility (WWTF) Facility Plan <br />Draft Options for Effluent Disposal <br />March 4, 2014 <br />For Discussion Only - Draft — For Discussion Only <br />• There will be operations on both sides of the highway. <br />• Additional flow, eventually, will require additional acres and subsurface piping. <br />• It will still require groundwater monitoring wells around the perimeter. <br />D. Pipe to Wetland Complex — Cloverleaf Lake to the East <br />• It will require additional treatment. <br />• It is a surface discharge, so it will require a whole new permit and operations. <br />• The City can use most, if not all, the land south of Derksen Road for other purposes. <br />• There is no surface spray. <br />• The City will require some land purchase for the outlet pipe. <br />• There will be operations only on the east side of the highway. <br />• It does provide for treatment of increased flow with no new equipment (as long as the stabilization <br />ponds are below capacity). <br />• There still may be some groundwater monitoring wells needed. <br />E. Pipe to Sibley Lake — Mayo Lake to the West <br />• Basically same issues as above pipe option, although a longer and more costly outlet pipe. <br />Pipe to the Preserve Golf Course <br />• It will require additional treatment. <br />• It is a surface discharge, so it will require a whole new permit and operations. <br />• The City can use most, if not all, the land south of Derksen Road for other purposes. <br />• The Preserve has to be a willing partner, and there will need to be a legal agreement between the two <br />— also agreed to by the MPCA. <br />• The City will require some land purchase or permanent easement for the transmission pipe. <br />• There will be operations only on the east side of the highway. <br />• Increases in flow will need to be carefully coordinated with the golf course. <br />• It will still require some groundwater monitoring wells. <br />NOTE that mainly due to the permit and treatment requirements, we do not envision pursuing in any detail <br />the three above "pipe" to surface discharge options. <br />G. Rapid Infltration Basins <br />• There is no cover crop to help "treat" wastewater effluent before going through the soil into the <br />groundwater, so there may need to be additional treatment after the stabilization ponds. <br />• The City already has the land. The City can use the land on the west side of the highway, and <br />probably some on the east, for other purposes. <br />• There will be operations only on the east side of the highway. <br />• While impacted during winter months, it can be used for a longer period of time during the year than <br />surface irrigation. <br />• There is no surface spray. <br />• As long as the stabilization ponds are below capacity, additional basins could be constructed to <br />handle additional flow. <br />• It will still require groundwater monitoring wells around the perimeter. <br />Page 2 of 2 <br />
