i <br /> COMMUNITYGROWTH <br /> N S T 1 T U T E <br /> MEMORANDUM <br /> To: City of Pequot Lakes Park Board <br /> From: Lisa Barajas, City Planner <br /> Date: November 10, 2005 <br /> Re: Park Dedication for New Subdivisions <br /> The adoption of the new Land Use and Subdivision Ordinance includes provisions that pertain to <br /> the Park Board. Specifically, the Ordinance states the following: <br /> 1. Duties of the Parks Commission under this Ordinance. <br /> a. To make recommendations to the Planning Commission on park dedication fees <br /> and/or land dedications within new subdivisions. <br /> b. To periodically review the Park Plan and Ordinances and consider their role in <br /> shaping the growth of a community and to recommend changes to the City Council <br /> of these documents to guide growth and current land use toward the goals of the <br /> Comprehensive Plan. <br /> To clarify the park dedication duty:The Ordinance requires that all new subdivisions dedicate land <br /> to the public for the use of parks or pay a park dedication fee.The Park Board's role is to review <br /> proposed subdivisions and to determine whether any land contained in that subdivision would be <br /> appropriate for a land dedication. If the Park Board finds that there is not any such land, then the <br /> Park Board recommends that the fee be paid instead. <br /> We have two subdivisions for the Park Board to review. One is the Island Vista Plat and the other is <br /> the Wilderness Point Plat. On the Island Vista Plat, the Park Board's review is a formality at this <br /> point because the project has been approved and the fee paid. It was not realized until after-the-fact <br /> that the Park Board had duties pertaining to subdivision approval.
