STAFF REPORT <br /> Application: Campground Overlay District <br /> Applicant: City of Pequot Lakes <br /> Background: Last month, the Planning Commission had discussion regarding options for <br /> making a campground development a viable alternative within the City. Campgrounds are <br /> currently allowed in a number of zones, but at densities that are not economically viable. <br /> Additionally,the development style being considered would involve individual ownership of the <br /> sites,which is currently not provided for. <br /> In the previous meeting,the Planning Commission considered and discussed four alternatives: <br /> 1. Modifying the existing Agriculture zone to provide for higher density for <br /> campgrounds and individual ownership of sites. <br /> 2. Modifying the existing Recreational zone to provide for a specific density for <br /> campgrounds and individual ownership of sites. <br /> 3. Adding "campground" as an allowed use in the Commercial zone and then creating <br /> provisions for individual ownership. <br /> 4. Creating an overlay zone to provide for campgrounds with individually owned sites. <br /> After much discussion, the Planning Commission directed Staff to move forward with <br /> developing an overlay zone to provide for campground with individually owned sites. Section VI <br /> of the ordinance provides for overlay districts. It would be fairly straightforward to define areas <br /> where campgrounds with individually owned sites would be compatible and provided for in the <br /> underlying zoning. In these areas, we establish the overlay zone. This zone would provide for <br /> �-- densities greater than what is allowed in the underlying zone, would refer to the performance <br /> standards already in place, and would also provide for a mechanism for creating individual <br /> ownership of sites. <br /> At the previous meeting,the Staff suggested the following criteria to be used to determine where <br /> an overlay district would be appropriate: <br /> • Where campground is provided for in the underlying zone (Forest Management, <br /> Agriculture,Rural Residential,Shoreline Commercial,and Recreation), <br /> • Where the property is outside of the i,000 foot shoreline area, <br /> • Where there is a high degree of accessibility to the site (adjacent to a state highway or a <br /> county state-aid highway), <br /> • Where the lot size is at least 4o acres,and <br /> • Where adjacent properties are undeveloped or contain development currently <br /> compatible with creation of a campground. <br /> Areas within the City that meet the above criteria are shown on the map contained herein. Only <br /> the criteria that the property be at least 4o acres in size was not included in the geographic <br /> analysis. Selecting existing 4o acre parcels that meet all other criteria would limit opportunities <br /> for property owners to combine contiguous properties that would meet all other criteria listed <br /> above. <br /> Planning Commission Direction: At this time,the draft is open to revisions, comments, or <br /> suggestions from the Planning Commission and the public. As this is a public hearing, the <br /> Planning Commission can choose to recommend to the City Council that the Land Use and <br /> �..
