have none in place. It would be fairly straightforward to define areas where
campgrounds with individually owned sites would be compatible and provided for in the
underlying zoning. In these areas,we establish the overlay zone. This zone would
provide for densities greater than what is allowed in the underlying zone, would refer to
the performance standards already in place and would also provide for a mechanism for
creating individual ownership of sites.
The difficulty with this option would be in identifying those areas that would work. We
suggest the following criteria for discussion purposes:
- Where campground is provided for in the underlying zone(Forest
Management,Agriculture,Rural Residential,Shoreline Commercial and
Recreation),
- Where the property is outside of the i,000 foot shoreline area,
- Where there is a high degree of accessibility to the site(adjacent to a state
highway or a county state-aid highway),
- Where the lot size is at least 4o acres, and
- Where adjacent properties are undeveloped or contain development
currently compatible with creation of a campground
If the Planning Commission has a preference with these alternatives,we can proceed
with the ordinance amendment process, which would include drafting specific language
and holding a public hearing in December on proposed changes.
