STAFF REPORT <br /> Application: Tall Timbers Campground Expansion—Sketch Plan Review <br /> Applicant: Scott Pederson <br /> Background Information: The property is located on the north shore of Sibley Lake, a <br /> General Development (GD) lake. The property is currently zoned Commercial Shoreline and is <br /> approximately 13.7 acres in size.Presently,the property is used as a manufactured home and RV <br /> park.There are presently several manufactured homes on the site, a house, a cabin, and spaces <br /> for seven recreational vehicles. <br /> Applicable Statutes: Section 5.11 indicates that the intent and purpose of the Shoreline <br /> Commercial (SC) zone is to establish and maintain a land use district for existing commercial, <br /> recreationally oriented uses within the shoreland area comprised of campgrounds,resorts,bars, <br /> restaurants, marinas, and similar water-oriented uses with independent sanitary facilities and <br /> that are compatible with the natural resources of lakes and streams. <br /> The Land Use Matrix lists planned unit developments as conditional uses in the Shoreline <br /> Commercial zone.As such,a planned unit development must meet the applicable requirements <br /> of the underlying zoning,the planned unit development process,and the conditional use permit <br /> process. <br /> Underlying Zoning:Section 5.11 lists the following lot,use,and density requirements that are <br /> applicable to this development: <br /> Lot width at OHW—feet,minimum.....................................................•• •3 00 <br /> Setback,right-of-way,County or State road—feet,minimum.................50 <br /> Setback,side yard—feet,minimum.............................................................10 <br /> Setback,OHW of lake—feet,minimum......................................................75 <br /> Impervious coverage—percent maximum..............................................25% <br /> Planned Unit Development: Section 8.2 lists the provisions for planned unit developments. <br /> Subdivision 2 directs the City to consider the following criteria in the examination of a parcel for <br /> suitability as a PUD: <br /> A. Existing recreational use of the surface waters and likely increases in use associated with <br /> planned unit developments. <br /> B. Physical and aesthetic impacts of increased density. <br /> C. Suitability of lands for the planned unit development approach. <br /> D. Level of current development in the area. <br /> E. Amount and types of ownership of undeveloped lands. <br /> F. Size of the parcel and amount,if any,of shoreline. <br /> Section 8.2 Subd. 3 lists the design criteria for all new PUDs including provisions for buffers, <br /> open space, common space, stormwater management, sanitary sewer and water supply <br /> standards,erosion control,lighting,shore recreation facilities,and building standards. <br /> City of Pequot Lakes Staff Report 10-1 <br /> October 20,2005 <br />
