5. All of the residential lots meet the minimum buildable lot size of 6,250 square feet, as <br /> each lot has a buildable area of at least 6,500 square feet. All residential lots also meet <br /> the minimum lot width of 50 feet,and all have at least 33 feet of frontage on public right- <br /> of-way. <br /> 6. The proposed layout of the properties is generally compatible with the layout of adjacent <br /> properties and will not constrain the future development of adjoining properties. <br /> 7. The side lot lines are substantially at right angles to straight road lines or are radial to <br /> curved road lines.There are not any bends or jogs in lot lines except in Lot 6, Block Five, <br /> where the side lot lines bend slightly to give the corner lot access to the road. <br /> 8. Each residential lot in the proposed plat has a minimum of 33 feet of frontage on a public <br /> right-of-way. <br /> 9. The layout of the proposed streets produces useable lots and do not have gradients in <br /> excess Of 12%.The steepest grade of the proposed roads is located on the south road near <br /> Lot 16,Block Three,where the grade is roughly 11%. <br /> io. Public access is not provided to the property to the north as this property can be accessed <br /> through County Road 112.Access to the Paul Bunyan Trail is provided through Outlot C. <br /> 11. The two proposed accesses on County Road 112 are 434.27 feet apart, as measured from <br /> the edge of the right-of-way. As measured from centerline to centerline, the proposed <br /> accesses are 500 feet apart. <br /> 12. The proposed plat provides for the full required right-of-way and does not propose any <br /> half-streets. <br /> 13. At the time of this report, Staff has not received any plans for road designs for the <br /> proposed roads. <br /> 14. The applicant does not propose any cul-de-sacs or any roads that terminate without a <br /> through-connection.All road ends connect to another road. <br /> 15. The proposed plat does not create any land-locked areas. The plat does not propose any <br /> through connection to the adjoining property to the north, but this property can be <br /> accessed from County Road 112. <br /> 16. The proposed plat provides the minimum required 66 feet of right-of-way for all <br /> proposed roads. <br /> 17. All street centerlines intersect at angles greater than 75 degrees, with most of them <br /> meeting at 90 degree angles. <br /> 18. The proposed plat does not include any jogs in the proposed streets. <br /> 19. At the time this report was written, designs for the proposed roads have not been <br /> submitted, so it is difficult to discern whether the proposed roads will have the required <br /> gradients at intersections and the approaches to these intersections.The slope along the <br /> south road near the intersection with County Road 112 and the eastern intersection with <br /> the other proposed road measures roughly 8%. This area will need to be graded <br /> appropriately to provide less than a 2% grade for the 50 feet approaching the <br /> intersection on each side. <br /> Planning Commission Direction: The Commission can recommend approval of the <br /> preliminary plat, recommend denial, or table the request if additional information is needed. If <br /> the recommendation is for approval or denial,findings of fact should be cited. <br /> Staff Recommendation: Based on the findings of fact presented in this report, the Staff <br /> recommends approval of the preliminary plat application with consideration for the following <br /> conditions to be included with approval: <br /> 1. The structure located in the right-of-way, the structure on Lot 19, Block Five, and the <br /> structure on Lot 4,Block Two shall be removed. <br /> 2.
