STAFF REPORT <br /> Application: Ordinance Amendment— Recreation Zone <br /> Applicant: City of Pequot Lakes <br /> Background:When the new Land Use and Subdivision Ordinance was reviewed and adopted, <br /> a section describing the recreation zone was inadvertently left out of the Ordinance. As the <br /> adoption of the new Ordinance was partly to correct this same problem in the last Ordinance, <br /> and as residents in the Recreation zone may be seeking to develop their properties, the Staff has <br /> prepared this section. This section is contained herein and is in draft format. The proposed <br /> Ordinance amendment would be entitled Section 5.14 Recreation (R) to be included under <br /> Section V Zoning Districts and District Provisions. The existing Section 5.14 Land Use Matrix <br /> would be revised to become Section 5.15 Land Use Matrix. <br /> At this time, the draft is open to revisions, comments, or suggestions from the Planning <br /> Commission and the public. The Planning Commission need not adopt this section at this <br /> meeting,but rather should decide on a timeframe for adoption. <br /> Draft Ordinance Language <br /> Purpose and Intent: To establish and maintain a land use district for existing uses of land or for <br /> land properly suited for recreational development that is semi-rural in character, allows <br /> public and private recreation facilities and accessory uses, and promotes and maintains <br /> aesthetics in areas that serve as a transitional zoning district between residential uses and <br /> commercial uses. <br /> Compatibility: Recreation zones are compatible with and can be established adjacent to every <br /> other zoning classification, and any property that meets the purpose and intent of this <br /> zoning classification may be zoned Recreation. <br /> Lot,Use,and Density Requirements: <br /> Lotwidth—feet,minimum.....................................................................................300 <br /> Total Lot Area—acres,minimum............................................................................10 <br /> Setback,right-of-way,local streets—feet,minimum.............................................50 <br /> Setback,right-of-way,collector and arterial streets—feet,minimum..................50 <br /> Setback,side—feet,minimum.................................................................................30 <br /> Setback,corner side—feet,minimum.....................................................................40 <br /> Setback,sign—feet,minimum....................................................................................1 <br /> Setback,OHW—feet,minimum............................................................................150 <br /> Setback,wetland—feet,minimum..........................................................................50 <br /> Maximum impervious coverage............................................................................ 15% <br /> Maximum building height—feet..............................................................................25 <br /> Building above highest known groundwater—feet,minimum................................3 <br /> Performance Standards: The following performance standards apply to all development in this <br /> zone: <br /> a. General. All proposed development in the Recreation zone shall be reviewed by the <br /> Parks Board,which will make recommendations to the Planning Commission. <br /> b. Compatibility of Use. Use shall be compatible with the surrounding neighborhood. <br /> Uses shall not present noise,odor,light,or any other nuisances. <br /> c. Parking. To reduce the visual impacts and amount of surface parking, parking <br /> structures, shared parking, and surface parking located behind or to the side of a <br /> building shall be encourage&whenever possible.
