STAFF REPORT
Application: Ordinance Amendment to Permit Fences in DMU,UP,and C zones
Applicant: City of Pequot Lakes
Background Information: The previous Land Use Ordinance required a permit for fences in
all zones, but the new Ordinance does not require permits for fences in any zones. The recently
adopted Ordinance does contain performance standards for fences in several zones, but fences
are listed as "Allowed without a permit" in every zone except for Water Resources, where they
are excluded.
In order to better manage the placement of fences and to ensure that performance standards are
being met,the Staff feels that the Ordinance should be amended to require a permit for fences in
the Downtown Mixed Use (DMU) zone, the Urban Residential (UR) zone, and the Commercial
(C) zone. Although performance standards are listed for several zones, the Staff feels that, it is
particularly important to ensure that performance standards are being followed in these three
zones because of the density and proximity of people and structures in these zones.
City of Pequot Lakes Staff Report 10-1
September 15,2005
