The <br /> Future Land Use Map in the Comprehensive Plan does not designate this area as Urban <br /> Residential, but rather as a transition zone between the urban and rural areas of the City. This <br /> transition area is described as not being currently served by municipal utilities, but is within the <br /> potential expansion area.
