8. The applicant does not propose to provide direct access to CSAH 17 from this property. <br /> Rather,residents of this area would access CSAH 17 via Ingoll Way on the south. <br /> 9. The proposed Josh Court will end in a cul-de-sac until development on the adjacent <br /> property to the north warrants construction of the road extension. <br /> 10.Temporary cul-de-sac easements have been provided on Josh Court until further <br /> construction of the road is extended to the northern edge of the property.These <br /> easements would revert back to the adjacent property owners once Josh Court is <br /> extended. <br /> 11.The radius of the temporary cul-de-sac is 68 feet,meeting the minimum required radius <br /> for a cul-de-sac. <br /> Planning Commission Direction: The Planning Commission can review the preliminary plat <br /> and find that it conforms,with conditions as necessary,to the requirements of the Ordinaance <br /> and the Comprehensive Plan,and therefore recommend that the plat be approved.The <br /> Commission can also find that the plan does not conform and then either recommend denial of <br /> the preliminary plat or table it to allow for changes to be made. <br /> Please note that once the preliminary plat is approved,the applicant must only complete the <br /> items required for the final plan and any conditions included in the preliminary plat in order to <br /> receive approval.The fmal platting process is simply to review and to certify that these <br /> conditions have been met. <br /> Staff Recommendation:The applicant has addressed the concerns previously raised by <br /> Providing public access to the adjacent property to the north and by increasing the cul-de-sac <br /> radius to 68 feet. Staff has not received response from the Crow Wing County Highway <br /> Department regarding any potential impacts on CSAH 17 from this subdivision. Based on the <br /> findings of fact presented in this report,Staff recommends approval of the preliminary plat with <br /> consideration for the following conditions: <br /> 1. Comment is received from the Crow Wing County Highway Department about any <br /> Potential impacts on CSAH 17 and efforts are taken to mitigate those impacts should <br /> exist. <br /> I A temporary access easement is provided to the two northem-most lots that allows the <br /> lots to be accessed through the public right-of-way until construction of the road is <br /> extended past the cul-de-sac. <br /> July 2005 Staff Report 1-3 <br />
