COMMUNITYGRoWTH
I N S T I T U T E
-. MEMORANDUM Experts in Small Town Planning
Date: September 18, 2008
To: Pequot Lakes EDC
From: Charles Marohn, City Planner
Cc: Sandy Peine, City Clerk
Re: Pequot Lakes Downtown Plan
I am looking forward to discussing the downtown plan with you at length in October. In
preparation for that discussion, I have been requested to prepare a brief history of the
process used to prepare the plan and answer the question, where is this at now?
Where is the downtown plan at now?
The plan was reviewed by the Planning Commission and recommended to the City
Council for approval. The Council has not taken action on the plan.
History in Brief
➢ September of 2005, Community workshop to start the planning process
➢ September through December 2005 — Six small group meetings (there was a
business group and an aesthetics group that met separately in the beginning and
then jointly)
➢ A draft of the plan was presented in February of 2006.
➢ At this point, the downtown plan was oriented towards an expansion of the TH
371 on the present alignment. In the spring and early summer of 2006, the city
began reexamining that basic assumption and progress on the plan was put on
hold.
➢ In 2007, the downtown plan continued to be put on hold in favor of focusing on
TH 371 Alternate Route Study Group, which was finalized in October of 2007.
➢ In December of 2007, the Planning Commission started reviewing the downtown
plan again. Staff was directed to make changes consistent with the alternate
alignment of TH 371.
➢ In February of 2008, the Planning Commission forwarded an amended plan to
the City Council for approval.
14084 Baxter Drive, Suite 7 1 Baxter, Minnesota 56425 1 866.900.3064 1 www.communitygrowth.com
