EXCERPT FROM CITY COUNCIL MINUTES <br /> SEPTEMBER 2, 2008 <br /> 5.1. Economic Development Committee <br /> Nancy Adams representing the EDC spoke to the Council regarding the <br /> Committee's feelings on the need for a facility plan. She explained that <br /> there is a need for more business/industrial park land as all of the City- <br /> owned land has been sold. In order to allow development to occur on the <br /> present spray irrigation land, a facility plan would have to be done to <br /> consider re-locating the spray irrigation facilities or to consider another <br /> method of disposing the City's wastewater. She indicated that the EDC <br /> would like to begin the planning process for industrial/business park <br /> expansion and is requesting support from the City Council. <br /> COUNCIL MEMBER NAGEL MOVED TO PROCEED WITH THE <br /> FACILITY PLAN. COUNCIL MEMBER ORASKOVICH SECONDED THE <br /> MOTION. <br /> Council Member Ryan stated that the sewer fund is low in revenues and <br /> that the money to do the facility study is not available. He indicated that he <br /> does not feel the timing is right. <br /> Tim Houle explained the process and purpose of a facility plan. He noted <br /> that because of the proximity of the spray irrigation fields to the Highway <br /> 371 corridor, the spray irrigation site will more than likely not be the <br /> highest and best use of the land. He stated that there are other options <br /> such as using a step by step process to complete the plan so that one <br /> budget year would not be so heavily impacted. <br /> COUNCIL MEMBER NAGEL MOVED TO AMEND THE MOTION TO <br /> USE A PHASING PROCESS OVER A 1 TO 3 YEAR TIMEFRAME TO <br /> COMPLETE THE FACILITY STUDY. COUNCIL MEMBER SJOBLAD <br /> SECONDED THE MOTION. <br /> Council Member Ryan questioned how the plan would be presented <br /> regarding the timing and payment for the plan. Tim Houle indicated he <br /> would provide a proposal to the Council listing the steps, tasks, and dollar <br /> amounts for the project. <br /> THE AMENDMENT CARRIED 5-0. <br /> THE MOTION AS AMENDED CARRIED 5-0. <br /> 5.2. BLADC Presentation — Request to Transfer JOBZ Acres <br />
