STORM WATER POLLUTION PREVENTION PLAN Project Location: The 2014 North Washington Street Improvements are located in Crow Wing County, Section 10 Township 136 N., Range 29 W. within the City of Pequot Lakes. The length of the roadway is 390 feet. Existing Site Description: The project area is an established City street that serves both residential and commercial properties along its corridor. The bituminous surfaced roadway has an existing storm sewer system with one inlet drain that collects stormwater and flows into an existing storm sewer system along Main Street (County Road 11). The yards adjacent to the roadway are generally flat and any stormwater perculates into the granular soil. Proposed Project Description: The estimated length of the proposed project is 390 lineal feet (0.07 miles). The improvement will contain a two-lane urban curb and gutter roadway section with parking areas along both sides of roadway. There will be vertical adjustments to the centerline profile to aid the drainage from adjacent yards into the new roadway. The curb and gutter along the new roadway will vary in width from 35 feet to 55 feet from face of curb to face of curb. The south half of the roadway will cross drain from the east curbline to a swale line where the west lane of roadway and parking area meet. A new storm serwer system will be installed with drain inlets along the west gutterline and at a low point in the west parking area. The new storm sewer system will flow and connect to an existing drainage structure that is part of an existing system along Main Street (County Road 11). Lastly, the existing sanitary sewer pipe that flows from Oriole Street to Main Street will be replaced. The total area disturbed for these improvements is 29,722 s.f. (0.68 acres). Existing impervious surfaces within the project, including bituminous roadway, bituminous driveways, concrete driveways, concrete sidewalks and gravel driveways is estimated at 21852 s.f. (0.50 acres). The proposed impervious surfaces for the project area are estimated at 24947 s.f. (0.57 acres). An overall increase of 0.07 acres of impervious surface will be added to the project area. Hydraulic calculations have been performed to size the proposed storm sewer collection system. Unique Storm Water Management Features No unique storm water management features will be necessary for this project. TMDL Impiementation Plans Containing Storm Water Requirements Not Applicable Long Term Maintenance Long term maintenance of the permanent storm water management system will be by the City of Pequot Lakes Maintenance Department personnel. Erosion Control Supervisor Requirements The Contractor must identify an Erosion Control Supervisor (ECS) who is knowledgeable and experienced in the application of erosion and sediment control Best Management Practices (BMP's). The ECS must work with the Project Engineer to oversee and implement the SWPPP, and the installation, inspection, and maintenance of erosion and sediment control BMP's before, during and after construction. The Contractor/ECS is required to comply with the training requirements in Part III.A of the NPDES Permit. The permittee(s) shall ensure that employees are properly trained in the following areas with certification proof provided at the pre-construction conference. SWPPP Preparation: Name: Patrick M. Site Manager: Name: Dates of Training: Instructors Name providing Training: Content of Training (incl. hours): BMP Installer: Name: Dates of Training: Instructors Name providing Training: Content of Training (incl. hours): The Contractor/ECS shall develop a chain of responsibility with all operators on the site to ensure that the SWPPP will be implemented and stay in effect until the project site has undergone Final Stabilization in accordance with Part IV.G of the NPDES Permit and a Notice of Termination (NOT) has been submitted to the MPCA in accordance with Part II.0 of the NPDES Permit. The Contractor/ECS must routinely inspect the entire construction site at least once every seven days during active construction and within 24 hours after a rainfall event greater that 0.5 inch in 24 hours. The Contractor shall take action to eliminate any deficiencies found during these inspections and contact the MPCA if contaminated stormwater has reached any surface water. The Contractor must provide 2 rain gauges to be installed on the construction site. Inspections, maintenance and documentation must be in accordance with the NPDES Permit Part IV.E. See Part III.D of the NPDES Permit for record retention requirements. Copies of the inspection records are to be submitted to the Engineer.
